با گزارش از قلم نیوز و اشاره به اطلاعات ایسنا، محمد رضا عارف در سخنرانی خود در روز گردهمایی تحول در سرمایه‌گذاری و توسعه بالادست نفت و گاز، مبنی بر دوم آردیبهشت ۱۴۰۴، اعلام کرد: امروز ما در این جمع مهم شرکت کرده‌ایم تا درباره آنچه که نه تنها مستقلی اقتصادی کشور را رقم می‌زنند بلکه نقش حیاتی در امنیت انرژی منطقه را ایفا می‌کنند، صحبت کنیم. ایران با داشتن دومین ذخایر گاز طبیعی و سومین ذخایر نفت دنیا، یک بازیگر حیاتی در بهره‌برداری از منابع انر绞ی جهانی است.

وی ادامه داد: نشست جغرافیایی متمایز ایران، هم پایه نیروی انسانی آن و هم وجود الهام سیاسی برای تحول، این وضعیت را دو برابر سودآوری می‌کند. ایران از نظر مساحت و جمعیت در جایگاه ۱۸مین کشور جهان قرار دارد. با وجود جمعیت جوان و رتبه بالای توسعه انسانی، این کشور پتانسیل قابل توجهی برای جذب سرمایه‌گذاری داخلی و خارجی دارد. بر پایه موقعیت مکانی خود، ایران یک پل وصل بین خاورمیانه و اروپا است، که می‌تواند از زیرساخت‌های خود برای تسهیل تجارت استفاده کند. توجه به توانمندی‌های طبیعی و اقتصادی کشور و تقویت دیپلویتی اقتصادی، راهی برای بهبود موقعیت بین‌المللی ایران فراهم می‌کند.

محمد رضا عارف تⵢocusing on the economic and political potential of Iran, he stated: We are one of the few countries with significant oil and gas reserves. We have the equivalent of 380 billion barrels of crude oil reserves at the global level. The oil and gas industry and investment in this sector are one of the pillars of the country’s economic growth. This industry carries economic advantages, and there are ample opportunities for investment in the upstream oil and gas industries. Investing in the development of key technologies and enhancing the capabilities of knowledge-based companies are strategic actions aimed at transforming Iran into a significant player in the oil and gas sector. The Development Plan has a comprehensive and forward-looking approach to the energy industry.

Emphasizing an 8% economic growth target in the Seventh Plan, he noted that this can be achieved by leveraging internal financial capacities. According to this plan, the government is obligated to aim for turning Iran into a regional energy trading hub. An investment of between 110 to 120 billion dollars is required to achieve the energy sector goals of the Seventh Plan. The Seventh Plan acknowledges the limitations of government investment and emphasizes the maximum participation of non-governmental investors in the industrial development of the energy sector.

He added: Given the importance of attracting investment, the country has the financial capacity to direct funds towards investment in the oil and gas sector. The Seventh Plan is seen as a transformative shift in the country’s energy policies. Iran, relying on internal capabilities and redefining economic and industrial policies, is prepared for a new era of intelligent and active cooperation with the world. This is not just a slogan but a national approach.

Aref noted: Iran is ready to provide attractive investment packages to facilitate the entry of major investors into oil and gas projects, from shared fields to technology transfer and knowledge-based exports. Iran has outlined a modern and practical roadmap for investors. Recent geopolitical changes have shown that energy security is not just an economic issue but a global necessity. Iran must be part of the global solution, not just as an opportunity but as a reliable partner. This conference is an opportunity for a shared dialogue, and we are ready to turn this dialogue into a sustainable partnership, hoping for a bright future.
