Subsequently, in a brief speech, he shared his observations and suggestions regarding the reports and the missions of the rural development deputyship.
Pazhokian expressed his appreciation for the efforts and actions taken in this deputyship over the past months, stating: “The design and implementation of integrated systems for monitoring the quality and quantity of ongoing actions across the country is a very useful approach, but alongside this, data related to each sector, county, and province should also be collected and analyzed, to determine what capacities each region has and what measures can be taken for its development based on the collected data, or whether the region is even suitable for development!”
He further noted, “Unfortunately, up-to-date and accurate data on the capacities and development potentials of different regions of the country does not exist; it is not clearly known what potentials and capabilities different regions have, what specific plans exist for their optimal utilization, or what should be done if a region lacks development potential.”
Pazhokian, drawing on his management experience, added: “Unfortunately, many developmental plans prepared in the country have lacked comprehensiveness and foresight, and even before completion, they often require revision and correction. This is partly because these plans are not based on sufficient, accurate, and up-to-date data, which could have made them more effective.”
The President emphasized the importance of utilizing all scientific and academic capabilities of the country to identify and quantify the capacities and potentials of different regions. He stated, “When development plans are comprehensively and thoughtfully prepared, they naturally encompass all the country’s potentials, and a coordinated approach is taken to utilize and benefit from them effectively. This ensures that the country’s capabilities, from education to action and oversight, are aligned and complementary.”
Pazhokian also highlighted the need for a change in perspective and methodology, saying, “If the strategies and policies implemented so far were effective, we would not be facing the current situation. The ineffective approaches have led to significant waste of resources and time in rural areas, resulting in the depopulation of many villages despite the efforts made.”
He also discussed the report on the implementation of the economic revival plan for stagnant units, emphasizing the scientific principle that 80% of problems are caused by 20% of issues. He advised focusing on solving the most impactful problems rather than minor issues. “This plan should be fully implemented in the rural development deputyship.”
Referring to the criticism in the report regarding the management of the educational development and improvement of educational facilities program, he stressed the importance of providing up-to-date and accurate data from other organizations to the rural development deputyship as quickly as possible.
In conclusion, Pazhokian emphasized the importance of using modern tools and technologies in the development of underprivileged areas. He also mentioned the report on the solar panel tokenization project, stating that the financial aspects of the project are being reviewed by the Planning and Budget Organization. He urged the project implementers to consult with the Minister of Jihad Agriculture for land acquisition and to implement the project in coordination with the Central Bank and the Ministry of Economic Affairs and Finance.
